I would have to say it says a little about both. At times it felt like a waste of time.

I would imagine it was a waste of time only because it was not seen as a document that would be used to guide the district.

Guiding in terms of tech & human resources, what it valued, pedagogical strategies it adopted or pushed, curricular changes, etc.

And that was used to actually evaluate progress. A document that did that would have been worth your while.
